FBI Director Kash Patel has submitted evidence to Congress that he says proves former FBI Director Christopher Wray misled lawmakers about foreign interference in the 2020 presidential election.

The new information, according to Patel, reveals that the FBI under Wray shut down an internal investigation into potential Chinese efforts to undermine the election process.

Patel is expected to provide documents and internal communications that he says contradict prior statements made by Wray regarding the scope and findings of the Bureau's inquiry into Chinese activities during the 2020 election cycle.

According to reporting by the Daily Mail, Patel’s testimony centers around an Internal Intelligence Report (IIR) initially issued by the FBI’s Albany field office.

The report allegedly detailed an operation by agents affiliated with the Chinese Communist Party (CCP) designed to interfere with the election. Patel claims the report was “recalled” and removed from internal systems without explanation.

“The reporting will contradict Director Wray’s testimony,” Patel is expected to tell lawmakers.

Patel alleges that senior FBI officials suppressed the IIR and discouraged further inquiry into the matter to avoid political fallout and to shield Wray from scrutiny.

Sources familiar with the matter told the Daily Mail that some employees were instructed to act as if the report did not exist.

A separate source said the existence of the IIR was discovered during a review of documents left behind by previous Bureau leadership, including references to the report in internal communications.

Patel, along with FBI Deputy Director Dan Bongino, issued a statement ahead of his appearance before Congress.

“Based on our continued review and production of FBI documents related to the CCP’s plot to interfere in the 2020 U.S. Presidential election, previous FBI leadership chose to play politics and withhold key information from the American people – exposing the weaponization of law enforcement for political purposes during the height of the 2020 election season,” the statement read.

They added, “This FBI leadership team will continue keeping our promise of aggressive transparency and working around the clock to fix the underlying problems to restore the FBI to the trusted institution the American people deserve.”

Part of Patel’s testimony is expected to focus on the FBI’s Foreign Influence Task Force (FITF), which he claims failed to take proper action in response to the IIR.

According to the prepared remarks, “We have found no information to indicate that FITF-China properly investigated the reported information or followed logical investigative leads, despite corroborating intergovernmental reporting.”

The controversy surrounds former Director Wray’s testimony before the Senate in the months leading up to the 2020 election, where he downplayed the possibility of large-scale fraud and foreign disruption.

In a September 2020 hearing, Wray told lawmakers, “We take all election threats seriously,” and stated the Bureau had not historically seen “any kind of coordinated national voter fraud effort in a major election, whether it’s by mail or otherwise.”

According to Patel, that statement was inconsistent with what was known internally. The IIR in question reportedly described CCP-affiliated actors using false identification documents and social media account networks to produce counterfeit driver’s licenses.

These fake IDs would be used by nonvoters, including Chinese nationals, to cast ballots at U.S. polling locations.

Patel has stated that the operation appeared aimed at influencing the vote against then-President Donald Trump.

Congressional investigators are now reviewing the full paper trail connected to the recalled IIR and the internal handling of election interference warnings.

Patel's testimony is expected to mark the beginning of a broader inquiry into the FBI’s election-related operations and transparency under prior leadership.
